Get Daily Dallas News HeadlinesSign Up AUSTIN — Doctors, vapor shop owners and parents gathered at the Capitol on Tuesday to testify on a bill that would raise the smoking age from 18 to 21."This is a step in the right direction," said Rep.John Zerwas, R-Richmond, a doctor who is championing the effort in House.Along with preventive education, Zerwas argued that a smoking age of 21 could put a dent in teenage tobacco use."This is one bite of the elephant that we can do to curb it," he said.The tobacco bill has been a dream of Texas Democrats for more than a decade.But this year, Republicans are joining the initiative with Zerwas' House Bill 1908.They have opposed efforts to raise the smoking age in past sessions because of the millions of dollars in tax revenue that would be lost and the belief that it infringes on personal liberty.The filing of Senate Bill 183 marks the sixth time Sen.Carlos Uresti, D-San Antonio, has tried to raise the smoking age, which he argues would save lives and reduce long-term health care costs for the state.

His bill was approved by the Senate only once, in 2009, before it died in the House.The fiscal note attached to the bill found that the measure would result in a loss of more than $30 million in general revenue funds.The Property Tax Relief Fund would lose $34 million, according to the Legislative Budget Board."That is a gross overestimation," said Dr. Anandhi Ganesh, who testified in favor of the bill.The Legislative Budget Board estimated a 33 percent reduction in smoking as a result of the tobacco age being raised, but Ganesh cited a study of counties in Massachusetts that raised the smoking age and saw a reduction of 2 or 3 percent.Those parameters would result in a $4 million or $5 million loss in revenue, she said.And other proponents said the bill could lower health care costs if the number of smokers decreases."Tobaccois the single largest preventable cause of cancer and death," said Dr. Ernest Hawk of M.D."The impact of this bill is likely to be significant."In fact, smoking-related illnesses kill more people than alcohol, AIDS, illegal drugs, car crashes, murders and suicides combined in Texas each year, Ganesh said.A Department of State Health Services analysis found the state could save $406 million in health care costs over five years and nearly $5.6 billion over 25 years.
